1. Before Submission-Checklist
The following are required for submission:
Make sure the manuscript is suitable for this journal via reading the Aims & Scope;
Make sure that issues about Publishing Ethics have been considered;
Make sure that all authors have approved of the submission.
2. Online Submission
1) Designate one author as the corresponding author and provide the following contact information:

This means that all submitting authors agree to:
If the paper is accepted for publication, the authors agree to grant the copyright license of the work to China Public Administration Review from the date of official publication;
Authors must provide an explanation of the use of generative artificial intelligence tools in the article.
China Public Administration Review only publishes original manuscripts that have not been published elsewhere and does not accept simultaneous submissions. Submissions to the journal are primarily in Chinese. To enhance the global impact of Chinese-language publications, China Public Administration Review has adopted a long English summary system. When submitting, authors should provide four separate files:

2) How to Submit
The journal’s official online submission system (https://gogl.cbpt.cnki.net/portal) will guide you step by step through entering article details and uploading files. The entire submission process is based on the CNKI Tengyun System. All notifications, including editorial decisions and revision requests, are sent via the editorial office email address.
This file should contain the following:
Chinese title of the article;Names of all authors, along with their titles, academic degrees, and affiliations. The corresponding author’s mailing address, telephone number, and email address;
Chinese abstract (within 250 words);Keywords ;Acknowledgements and funding information.
1. Manuscript Body
The manuscript body should not contain any personal information about the authors or funding information. The manuscript body should include the following:Chinese title of the article;Chinese abstract (within 250 words);Keywords (5–7);Main text;References.
2. References in the manuscript body should follow the “author–date system” as specified in the national standard GB/T 7714-2015, i.e., in-text citations are marked by author and year, and the reference list is arranged alphabetically by author surname and then by year of publication. Consider attaching a PDF file of the journal’s formatting requirements.
3. Manuscript English Information
The manuscript English information should include the following:English title;English names of authors and affiliations;Long English summary (35–40 lines; may be omitted at the time of submission);glish keywords (no more than 5).
4. Reviewer Recommendation Information
Reviewer recommendations should include the following:List of recommended reviewers, including their names, titles, affiliations, and email addresses. At least three recommended reviewers should be provided. Please observe academic conflict of interest rules, i.e., avoid reviewers from the same institution as the authors, from institutions where the authors graduated within the past three years, and from co-authors within the past two years.
5. List of reviewers to avoid, including their names, titles, and affiliations. The list of reviewers to avoid should include no more than three names (this list may also be left blank).
This journal adopts a double-blind peer review process. In the peer review process, the names and information of reviewers are kept confidential from authors, and likewise, the names and information of authors are kept confidential from reviewers. The standard review process for each submitted manuscript consists of three stages: initial editorial review, peer review, and final editorial review.
1. Initial Editorial Review
Manuscripts submitted by authors will first be reviewed by the responsible editor. At this stage, manuscripts that do not comply with the guidelines set out in this document, as well as those highly suspected of being submitted by intermediary agencies, will be directly rejected without further review. All manuscripts submitted to China Public Administration Review will be checked for text similarity using the CNKI Tengyun System. Manuscripts with a high text similarity rate may also be directly rejected without further review. For articles that meet the formal requirements and demonstrate a certain degree of academic innovation, the editorial office will invite two anonymous reviewers for external review.
2. Peer review
This journal operates a double blind review process.Simultaneous submissions are not accepted. Manuscripts with contents outside the scope will not be considered for review.Papers deemed suitable are then typically sent to a minimum of two independent expert reviewers to assess the academic quality of the paper.In addition, editors will have the option of seeking additional reviews if needed. Authors will be informed when editors decide further review is required.All publication decisions are made by the journal's editors-in-chief on the basis of the reviewers' reports. Authors of papers that are not accepted are notified promptly.All submitted manuscripts are treated as confidential documents. We expect our Board of reviewing editors and reviewers to treat manuscripts as confidential material as well.Editors and reviewers involved in the review process should disclose conflicts of interest resulting from direct competitive, collaborative, or other relationships with any of the authors, and remove oneself from cases in which such conflicts preclude an objective evaluation. Privileged information or ideas that are obtained through peer review must not be used for competitive gain.Our peer review process is confidential and identities of reviewers cannot be revealed.
3. Final Editorial Review
The responsible editor and the guiding editor have the authority to recommend whether an article should proceed to the final review after the initial editorial review and peer review. For manuscripts that enter the final review stage, the editorial office will conduct an internal discussion, after which the editor-in-chief will make the final decision (rejection or acceptance).

Authors are not required to pay any fees.
2. Editorial Processing
China Public Administration Review strictly adheres to the publishing standards of Chinese academic journals. Relying on its publisher, Tsinghua University Press, the journal implements a professional three-review and three-proofreading system. The editorial office includes a professional technician holding a certificate for responsible editing. After the accepted articles are scheduled for publication, the editorial office processes them in order. Authors will have the opportunity to carefully check the text, symbols, formulas, and figures before final publication to ensure accuracy.
3. Online First Publication
All articles will be published online first on CNKI and the journal’s official WeChat public account as soon as the editing and proofreading are completed. The purpose of online first publication is to enhance the dissemination of the articles and extend the citation period.
4. Copyright License Agreement
When submitting their papers on the CNKI platform, all authors are required to complete a Copyright License Agreement. The main contents are as follows:
Paper License: If the paper is accepted for publication, the authors agree to grant the copyright license of the work to China Public Administration Review from the date of official publication. The journal does not charge submission or page fees, nor does it pay license fees or author remuneration. China Public Administration Review has the right to use parts of or the entire paper, including but not limited to the following rights: compilation, distribution, reproduction, translation, online publication, and information network dissemination worldwide; the right to license domestic and international literature retrieval systems and databases to include and use the paper; the right to allow publication and use in existing and future media, formats, and other languages; and the right to use the paper in any manner that does not violate current or future laws of the People’s Republic of China.
Author’s Undertaking: (1) The paper is original and is being published for the first time. There are no intellectual property disputes, no simultaneous submission to multiple journals, and no confidentiality obligations of any kind. (2) Without the written permission of China Public Administration Review, the authors undertake not to allow any third party to use the paper in any form and shall bear corresponding liability for breach of contract.
